Upgrading of Maria L. Eleazar District Hospital
- The Maria L. Eleazar District Hospital in Tagkawayan, Quezon is upgraded to a Level III general hospital to be known as the Maria L. Eleazar General Hospital, under the direct supervision and control of the Department of Health (DOH). (Section 1)
- The increase in bed capacity shall be implemented according to the hospital development plan. (Section 1)
- The existing professional health care services and facilities are upgraded to conform with the bed capacity increase. (Section 2)

Staffing and Workforce
- The DOH, in coordination with the DBM and CSC, and in consultation with the hospital management, shall determine the additional plantilla positions to be created and filled up. (Section 3)

Hospital Development Plan
- The hospital chief shall develop a hospital development plan reflecting the development goals, staffing requirements, capital outlay investments, and budgetary needs for operations based on the increase in bed capacity and service capability. (Section 4)

Funding and Implementation
- The DOH shall include the implementation of this Act in its programs, and the funding shall be included in the annual General Appropriations Act. (Section 5)
- Within 90 days from the effectivity of this Act, the DOH Secretary shall prepare the implementing rules and regulations upon consultation with the Provincial Government of Quezon and other stakeholders, consistent with the hospital development plan. (Section 6)

Separability and Repealing Clauses
- If any provision is declared unconstitutional, the remaining provisions shall remain in full force and effect. (Section 7)
- All laws, executive orders, issuances, rules and regulations inconsistent with this Act are repealed or modified accordingly. (Section 8)

Effectivity
- This Act shall take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 9)
