Upgrading of Talisay District Hospital
- The Talisay District Hospital in Talisay City, Cebu is upgraded into a medical center and renamed as the Cebu South Medical Center. (Section 1)
- The medical center shall be under the supervision and control of the Department of Health (DOH). (Section 1)

Increase in Service Capability and Staff
- The existing service capability, professional health care services, and medical staff complement of the Cebu South Medical Center shall be upgraded and increased to correspond with the requirements of the medical center. (Section 2)

Bed Capacity and Hospital Development Plan
- The increase in service capability, health care services, and bed capacity shall conform to the hospital development plan. (Section 3)
- The chief of the medical center shall develop a hospital development plan to be submitted to the DOH, reflecting the development goals, increase in bed capacity and service capability, staffing requirements, capital outlay investments, and budgetary needs for operations. (Section 4)

Funding and Implementation
- The Secretary of Health shall immediately include the implementation of this Act in the Department's programs, and the funding shall be included in the General Appropriations Act. (Section 5)
- If any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect. (Section 6)
- Republic Act No. 7799 is hereby amended accordingly, and all laws, executive orders, issuances, rules, and regulations inconsistent with this Act are hereby repealed or modified accordingly. (Section 7)
- Within ninety (90) days from the approval of this Act, the Secretary of Health shall, in consultation with the Secretary of Budget and Management, promulgate the necessary rules and regulations for the effective implementation of this Act. (Section 8)
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 9)
