- Rationale:
• There is a critical demand for medical manpower to implement the primary health care approach to countryside development. (Whereas clause)
• There is an unabated exodus of professionals seeking better opportunities, draining the country of doctors' services and causing a serious problem in protecting public health. (Whereas clause)
• One reason for vacancies in physician positions is the low salary given to government doctors. (Whereas clause)
- Directives:
• The minimum salary of the lowest level physician position in the national government shall be increased from P1,152 to P1,894 per month. (Section 1)
• The physician classes of positions covered by the national compensation and classification plans shall be upgraded according to the specified salary ranges. (Section 2)
• The adjustments shall not apply to positions/persons covered by the Career Executive Service or equivalent, nor to incumbents who are not licensed physicians. (Section 3)
• The Minister of the Budget shall make necessary adjustments in cases where problems in supervisor-subordinate salary relationship arise due to the upgrading. (Section 4)
• Funds needed for implementation shall be drawn from salary lapses or other personal services savings of the agency concerned, with any remaining deficiency funded from the Salary Adjustment Fund provided in Batas Pambansa Blg. 131. (Section 5)
• The salary upgrading shall be effective January 1, 1982. (Section 6)
• The Minister of the Budget shall formulate and issue the necessary rules and regulations to comply with this Order. (Section 7)
- Coverage and Exclusions:
• The Order covers physician classes of positions in the national government under the national compensation and classification plans. (Section 2)
• It excludes positions/persons covered by the Career Executive Service or equivalent, and incumbents who are not licensed physicians. (Section 3)

UPGRADING THE PHYSICIAN CLASSES OF POSITIONS IN THE NATIONAL GOVERNMENT
WHEREAS, there is a critical demand for medical manpower to spearhead the national government's commitment to the primary health care approach to countryside development;
WHEREAS, the unabated exodus of professionals in search of greener pasture has drained our country of the service of doctors which has caused a serious problem of our government in the protection of the health of the people; and
WHEREAS, among the reasons for vacancies of physician positions is the low salary given to doctors in the government.
NOW, THEREFORE, I FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order and direct the following measures to upgrade the compensation of physician, classes of positions in the national government:
1. The minimum salary of the lowest level physician position in the service of the national government shall be increased from P1,152 to P1,894 per month;
