VESTING ADDITIONAL AUTHORITY AND RESPONSIBILITY IN BARANGAY (CITIZENS' ASSEMBLIES)
WHEREAS, to broaden the base of citizen participation in nation building, Presidential Decree No. 86, dated December 31, 1972, was promulgated creating Barangay (Citizen Assembly) in each barrio in every municipality and municipal district and in each district in every chartered city;
WHEREAS, pursuant to Presidential Decree No. 299, dated September 19, 1973 a barangay chairman shall be deemed a person in authority while a barangay leader shall be deemed an agent of a person in authority;
WHEREAS, to improve peace and order and enhance the security of life and property at the local level, it is imperative that barangay officials participate more actively in the vital task of preserving public order and repressing criminality, commensurate with their status as persons in authority or agents of such persons;

Vesting Additional Authority and Responsibility in Barangay (Citizens' Assemblies)
- Broadens citizen participation in nation-building by creating Barangay (Citizens' Assembly) in each barrio and district. (Section 1)
- Barangay chairman and leaders are deemed persons in authority and agents of persons in authority, respectively. (Section 1)
- To improve peace and order, barangay officials must participate in preserving public order and repressing criminality. (Section 1)
Responsibilities and Duties of Barangay Officials:
• Report any crime, accident, public disturbance, or nuisance to law enforcement/police authorities. (Section 1a)
• Report the presence of known criminals or suspicious characters to law enforcement/police authorities. (Section 1b)
• Conduct surveillance on suspicious activities or group movements and report findings to police authorities. (Section 1c)
• Conduct surveillance of crime-breeding areas and report observations to police authorities. (Section 1d)
• Assist law enforcement/police authorities in tracing missing persons, arresting fugitives, and recovering stolen properties or contraband. (Section 1e)
• Assist law enforcement/police authorities in serving or executing warrants and other judicial processes. (Section 1f)
• Coordinate and actively assist law enforcement/police authorities in the drive against vices, smuggling, carnapping, drug traffic and addiction, juvenile delinquency, violations of special laws, and all other forms of lawlessness. (Section 1g)
- The Secretaries of National Defense and Local Government and Community Development shall exercise functional control and supervision over barangay and barrio leaders in discharging their responsibilities and duties for maintaining peace and order. (Section 2)
- Any barangay or barrio official who willfully and deliberately fails to discharge their responsibilities and duties shall be punished by imprisonment for not less than six (6) months nor more than one (1) year and shall be disqualified from holding any other public office or employment for life. (Section 3)
- Amends Article 152 of the Revised Penal Code to include barangay chairmen and barrio captains as persons in authority, and barangay leaders and barrio councilmen as agents of persons in authority. (Section 4)
