Summary of General Order No. 9Whereas:
- Martial law has been declared under Proclamation No. 1081 dated September 21, 1972 and is in effect throughout the country. (Section 1)
- Measures have been taken by the government forces upon the President's orders, pursuant to Proclamation No. 1081, to restore tranquility, stability, and protect the people from violence, injuries, and loss of lives. (Section 2)
- The purpose of promulgating Proclamation No. 1081 and related General Orders and Instructions is to prevent acts or incidents that are or may be inimical or injurious to the national interest. (Section 3)
Therefore, President Ferdinand E. Marcos orders:
- Ample and continuing measures shall be taken to ensure that, in the strict enforcement of Orders, Decrees, and Instructions issued pursuant to Proclamation No. 1081, no abuse is committed upon the person and/or property of any foreigner visiting lawfully in the country. (Section 4)
- The Secretary of National Defense shall cause the promulgation of guidelines/regulations to implement this General Order. (Section 5)

GENERAL ORDER No. 9
WHEREAS, martial law has been declared under Proclamation No.1081 dated September 21, 1972 and is now in effective throughout the country;
WHEREAS, in order to restore tranquility and stability and protect the people from violence, injuries and loss of lives appropriate measures have been taken and are being undertaken by the forces of Government upon my orders, pursuant to Proclamation No.1081, dated September 21, 1972, and in my capacity as Commander-in-Chief of all the Armed, Forces of the Philippines;
WHEREAS, in promulgating Proclamation No.1081, dated September 21, 1972, and the General Orders and Instructions issued and to be issued in connection thereto, it is likewise my purpose to prevent the commission of acts or the occurrence of incidents that are or may hereafter be inimical or injurious to the national interest;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No.1081, dated September 21, 197'2,...
