Case Overview and Summary

Summary of Presidential Decree No. 998

Withdrawal of Tax Privileges for Integrated National Police Commissary and PX System

- Withdraws the tax privileges granted under Presidential Decree No. 875 for the commissary and PX system of the Integrated National Police.
    - The tax privileges allowed purchases from local sources to be free from all taxes, duties, and other charges. (Basis: Whereas clause 1)
    - The tax concessions posed difficulties in policing the distribution of tax-exempt goods and resulted in loss of government revenues. (Basis: Whereas clause 2)
    - The salaries of the members of the Integrated National Police were recently increased, making direct financial aid preferable to tax advantages. (Basis: Whereas clause 3)

- The withdrawal of tax privileges is effective upon the promulgation of this Decree. (Basis: Operative clause)
