SECTION 2. Scope. — This Code shall govern the levy, assessment, collection and payment of city taxes, fees, charges and other impositions, whether for revenue or regulatory purposes, and prescribe administrative fines and penalties for violation thereof, within the territorial jurisdiction of the City of Tacloban.SECTION 3. Application or Coverage. — Subject to the provision of pertinent laws in force or which may hereafter be promulgated, this Code shall apply to and cover all persons engaged in any occupation or business, or those exercising some privileges within the City of Tacloban; the imposition of fees, charges for services rendered in connection with any business, profession, or occupation being conducted therein, and to all acts or...
