January 26, 2012BIR MEMORANDUMTO:Deputy Commissioners, Assistant Commissioners, Regional Directors, Division Chiefs, Head, Bids and Awards Committee and All Concerned  In line with Section 3.8 of National Budget Circular No. 535, dated December 29, 2011 — Guidelines on the Release of Funds for CY 2012, all concerned are hereby directed to post in the BIR's website the following:   ParticularsResponsible Office     1.Infrastructure projects (per project) whichBids and Awards Committee (BAC)  shall be posted on or before the start of — BAC Secretariat bidding with the following information  (Sec. 3.8.1):    •Project title, detailed description    for each project which shall include    nature and location thereof; and         •Cost breakdown for materials,    labor and overhead expenses in     arriving at the Approved Budget for     the Contract (ABC) of these     projects pursuant to the     conditional veto of the President     under General Provision No. 89,     R.A. 10155, FY 2012 GAA.      2.Other information (Sec. 3.8.2) such as:        •Agency's mandate and functions;Policy and Planning Service (PPS)       •Names of its officials with theirHuman Resource Development   position and designation andService (HRDS)   contact information;        •Annual reports for the last...
