March 20, 2019REVENUE MEMORANDUM ORDER NO. 021-19SUBJECT:BIR Strategic Plan 2019-2023   TO:All Internal Revenue Officials, Employees and Others Concerned I. BACKGROUNDThe Bureau of Internal Revenue conducted a series of Strategic Planning Sessions last November 22, 2018 and December 4-5, 2018 to review the BIR Strategic Plan 2016-2020 in light of the new developments in tax administration.During the Sessions, identification of Hindrances (Kasi Kasi and Kritikal Kasi Kasi), Solutions (Dapat Dapat) to the Hindrances, and the responsible Official/Office (Sino Sino), both Lead and Support, were made. All of these were embodied in the BIR Strategic Plan 2019-2023.
