January 5, 2011BIR MEMORANDUMTO:All Regional Directors, Revenue District Officers, and Other Concerned SUBJECT:Non-Engagement of the Services of Private Individuals to Perform Legal, Accounting, Secretarial/Clerical Function or Like Services This Memorandum is issued to address various reports that there are private individuals entering and working at the Regional and District Officers performing legal, accounting, and/or secretarial/clerical functions, or similar services in blatant and flagrant violation of Section 270 of Republic Act 8424, otherwise known as the National Internal Revenue Code of 1997, and Sections 12-D and 30 of the Revised Code of Conduct for Revenue Officials and Employees. In view thereof, effective immediately, no such private individuals shall be allowed entry within the BIR premises (Regional and District Offices), or in adjacent places used to circumvent the prohibition. Accordingly, security guards assigned at the said offices are mandated to prohibit entry of the aforesaid "private individuals" and ensure that only BIR personnel wearing their uniforms and official identification cards and persons who have legitimate business with the BIR are allowed entry within the BIR premises.The Regional...
