March 14, 2019BANK BULLETIN NO. 05-19TO:All BIR Authorized Agent Banks SUBJECT:Over-the-Counter Acceptance of Certain Tax Returns/Payments of Internal Revenue Taxes due to the Unavailability of the Bureau's Electronic Filing and Payment System (eFPS) In view of the continued intermittent/unavailability of the eFPS due to certain technical problems, taxpayers enrolled in eFPS are instructed to file the returns manually or use the eBIR Forms facility and pay the corresponding tax dues thru over-the-counter with their respective Authorized Agent Banks (AABs) located within their locality. caITACIn this regard and to further clarify the previously issued Bank Bulletin No. 2019-04, all AABs are hereby advised to accept the manually filed and out-of-district returns, and the corresponding payment of taxes from taxpayers enrolled in eFPS without the penalties for manual and/or "out-of-district" filing and payment, provided that they file and pay on or before the prescribed deadlines, until such time that an advisory had been issued declaring the restoration of the eFPS.Likewise, AABs are advised to encode the tax payment data using the Limited Bank Data Entry System (LBDES)/bank...
